Window Findings on a Home Inspection: Failed Seals and Rot
Windows generate a lot of small findings on almost every report. Most are cheap and cosmetic; a few point to a bigger moisture or structural issue, and the section reads differently once you can tell them apart.

Windows are one of the highest-volume finding categories in a typical inspection report simply because there are so many of them, and each one is a small, testable system: does it open, does it close, does it lock, does it seal, is the glass clear. A house with fifteen windows can easily generate five or six individual notes without anything being seriously wrong. The skill is telling the routine, one-off findings from the pattern that means something bigger.
The most common finding: failed seals ("fogging")
Modern double- and triple-pane windows work by sealing an insulating gas (usually argon) between panes of glass, with a spacer holding them apart. That seal is a manufactured part with a finite lifespan, typically 10 to 20 years depending on quality and climate exposure. When it fails, moisture gets between the panes and the window fogs, streaks, or shows a hazy ring that never wipes away, because the haze is inside the glass unit, not on the surface.
You'll see this on almost every older house: "Insulated glass unit at rear bedroom window shows evidence of seal failure (interior fogging/condensation between panes). Recommend replacement of glass unit or full window as needed." This is a real defect but a purely cosmetic and efficiency one. It doesn't mean water is getting into the wall, and it isn't a safety issue. It's also extremely common; a report on a 15-year-old house showing two or three failed seals out of twenty windows is unremarkable and says nothing bad about how the house was built or maintained.
Rot and framing findings: the ones that matter more
The finding worth more attention is rot at the window frame, sill, or the trim around it. This is different from seal failure because it points to water actually getting into the wall assembly rather than staying trapped between two panes of glass. Rot typically shows up at the bottom of a wood-framed window (where water sheds and pools) or where flashing above the window was missed or improperly lapped during installation, letting water run down behind the siding at that specific spot.
A finding worth taking seriously: "Soft/deteriorated wood noted at sill and lower frame of window in downstairs bathroom; moisture intrusion suspected. Recommend further evaluation of surrounding wall framing." Unlike a fogged pane, this is a moisture-pathway finding, and it belongs in the same conversation as a siding or flashing defect. The window is often just where the evidence happens to surface, and the source can sit elsewhere in the wall.
Operational and hardware findings
The rest of the window section is usually made up of small, individually cheap items: windows painted shut (common on older wood-framed houses), broken or missing sash locks, broken balances (the mechanism that holds a double-hung window open), cracked glass, and missing or damaged screens. None of these are structural or moisture concerns; they fall under comfort, security, and egress. Older single-pane windows: a different set of findings entirely
Houses built before roughly the 1970s often still have their original single-pane, wood-sash windows, sometimes with a separate aluminum or wood storm window added later for a rough approximation of double-pane performance. These generate a distinct set of findings that don't map to the seal-failure discussion above, since there's no insulated glass unit to fail in the first place. Instead, inspectors note worn sash cords or broken counterweights (the rope-and-pulley system that lets a double-hung window hold itself open), glazing putty that's cracked or missing around individual panes, and general drafts and poor energy performance. The drafts are a comfort and utility-bill issue rather than a structural one.
These windows are also where the repair-versus-replace debate gets more genuinely contested than with a modern vinyl window. Original wood sashes can often be fully restored (new cords, reglazing, weatherstripping) for meaningfully less than replacement, and some buyers specifically want to preserve them for a historic home's character or to comply with a historic district's requirements. Report language for this often runs: "Original single-pane wood windows throughout; several show worn sash cords and deteriorated glazing putty. Windows are functional but show significant air infiltration. Restoration or replacement recommended based on buyer preference." That's a budgeting and lifestyle decision more than a defect to negotiate hard on.

The gap between a single glass-unit swap and a whole-window replacement is the single biggest cost decision in this section, and it usually comes down to the age and condition of the frame itself as much as the glass.
When to repair versus replace
A failed seal alone almost never justifies replacing the whole window. Swapping just the glass unit is standard practice and much cheaper, as long as the frame and hardware are in good shape. Full replacement starts to make sense when you're seeing multiple failure types on the same window (fogging plus a broken balance plus rot at the sill), or when the frame material itself has reached the end of its life (wood windows from the 1970s–80s are a common example). It also makes sense when a buyer is doing an efficiency-driven upgrade anyway and the failed seal is just the reason to finally do it.
How to negotiate window findings
- Count the failed seals and treat them as a batch. Three or four fogged panes on an older house is routine; ask for a single credit sized to glass-unit replacement rather than fighting over each pane.
- Separate rot findings from seal findings entirely. A rotted sill deserves its own conversation and, if it's widespread, its own contractor estimate; don't let it get folded into "windows are old."
- Don't over-negotiate cosmetic fog. It's real but low-stakes; spending your negotiating capital here weakens stronger asks elsewhere in the report.
- Get one glass company's quote if seal failures are numerous. A specific number for "replace 6 glass units" is easier for a seller to agree to than a vague window complaint.
The signal in the section
Most window findings are exactly what they look like: a manufactured seal that wore out on schedule, or hardware that's due for a repair. The finding that actually deserves a closer look is rot at the frame or sill, because that's a signal about the wall behind the window, not the window itself.
