Most inspection findings are about repair cost. This category is about health, which changes both how you read it and how it gets negotiated. A guide to which hazards demand action inside your contingency window, and which are routine to manage after closing.

Every other section of an inspection report is ultimately a conversation about money: what's broken, what it costs, who pays. The safety and environmental section is a conversation about health, and its vocabulary carries weight from decades of public-health campaigns that roof and plumbing findings simply don't. That makes it the section most likely to trigger anxiety out of proportion to the actual risk in a given house, so give it a calmer, more deliberate read than the rest of the report. This guide is a general orientation to the category, general information rather than medical or legal advice: what falls into it, and which findings actually have a clock attached.

What falls into this category

A general home inspector is trained to recognize the signs of these hazards and refer out for testing. In most cases they aren't licensed to test themselves; radon is the common exception, often offered as an add-on by the same inspector. The usual findings:

  • Radon: a naturally occurring radioactive gas that seeps in from the ground, particularly into basements and lower levels. Odorless and invisible; testing is the only way to know your level.
  • Asbestos: a mineral fiber used widely in building materials before the 1980s: popcorn ceilings, floor tile, pipe insulation, old ductwork wrap. Risk comes from disturbing it rather than simply having it in the house.
  • Lead paint: used in residential paint until the 1978 ban. Comes up for homes built before that year.
  • Carbon monoxide and gas safety: backdrafting appliances, missing CO detectors, and gas leaks, tied closely to furnace and water heater condition.
  • Egress and fall safety: missing stair railings, guards at drop-offs, bedroom windows that don't meet emergency-exit standards.
  • Electrical hazards: old fuse boxes and ungrounded wiring, which overlap with the electrical section but carry a safety dimension of their own.
  • Well and septic: for rural properties, the two systems outside city utilities that need their own specialist tests.

Which findings have a clock

Sorting this section by urgency beats sorting it by how scary the words sound. Some findings must be run down inside your contingency window; others can wait until you own the house.

Act before your contingency expires:

  • Radon testing. The standard transaction test runs 48 hours under closed-house conditions, plus lab turnaround, so the whole exercise can eat the better part of a week. Order it early. The EPA's 4.0 pCi/L action level gives you a clean threshold to negotiate against, and a seller-installed mitigation system with a post-mitigation retest below that line is a common, reasonable resolution.
  • Well and septic evaluations. Both have their own lead times, and a failed drain field is among the most expensive surprises on this page. Rural buyers should book these on day one.
  • Suspected combustion problems. Backdrafting, flue defects, or an aging furnace flagged for heat exchanger evaluation are the findings here that can hurt someone soon after move-in.   • Lead disclosure review on pre-1978 homes. Federal law already required the seller to disclose known lead paint and offer a 10-day inspection window before you were bound, unless you waived it in writing. If you want certified testing, this is when it happens.

Routine to manage after closing:

  • Intact asbestos-containing material. Undisturbed popcorn ceiling or pipe wrap is generally low-risk. Sampling ($200–$600 with lab work) matters most before any renovation that would disturb it, whenever that comes.
  • Missing CO detectors. Twenty to sixty dollars per unit and an afternoon. Note it, fix it, move on.
  • Old paint in good condition. For most pre-1978 homes the practical answer is management: keep painted surfaces intact and use lead-safe practices for future work, with full abatement reserved for confirmed hazards.
  • A confirmed elevated radon level found late. Mitigation is a well-established fix, typically installed within weeks. Worth negotiating; rarely worth panicking over.

Health findings negotiate differently

Repair findings get negotiated on cost: this will cost $X, so we're asking for $X back or a fix. Health findings get negotiated on risk and mitigation. A radon level of 4.5 pCi/L isn't "$4,500 worth of damage"; it's a level with a known mitigation system that reliably brings it down, and the conversation is about who installs that system and pays for it. Nobody is assigning blame for the underlying geology. Keeping that frame in mind prevents both failure modes: underreacting to a real health finding because it lacks sticker shock, and overreacting to a manageable one because the word sounds alarming.

Costs vary substantially by region and by the specific material or system involved. Treat these as starting points for a budgeting conversation.

The rules vary more than buyers expect

Several items here are governed by actual law, and the rules differ by state and sometimes by county. Lead paint disclosure for pre-1978 housing is federal and applies nationwide. Radon is messier: some states require sellers to disclose a known high reading, while others require nothing unless directly asked. Even the professional licensing varies; some states make an inspector hold a separate certification to test for radon or mold, and others let any inspector offer it as an add-on. None of this changes the underlying science, but it does change your paperwork. Ask your agent, or a local attorney, what's mandatory versus optional in your market before deciding what to waive.
