Deck Safety on a Home Inspection: Ledgers, Rails, and Footings

A deck finding often reads as a minor note, but decks are one of the few features where a single bad connection can lead to a structural collapse. What inspectors actually check, and why it matters more than it looks.

Decks get less attention in a home inspection report than the roof or the foundation, but they deserve more scrutiny than they usually get from buyers. A poorly built deck can look completely normal (solid boards, a coat of stain, sturdy-feeling railings) and still be one bad party away from a collapse. Deck failures aren't rare accidents; they follow a small, well-understood set of failure modes, and inspectors specifically look for each one.

Why the ledger board is the single most important connection on the deck

Most decks attached to a house are held up in large part by a ledger board, a horizontal beam bolted to the house's rim joist that the deck framing hangs from. It's not just cosmetic backing; on many decks, the ledger connection carries a substantial share of the deck's total load. When it fails, it doesn't sag gradually — the deck can separate from the house all at once, dropping everyone standing on it.

Ledger failures happen for a small number of predictable reasons:

  • Lag screws or nails instead of proper structural lag bolts or through-bolts.
  • No flashing (or improperly installed flashing) at the ledger-to-house joint, which lets water rot the rim joist from behind over years.
  • Ledgers attached to unsupported material, like a brick veneer or over top of siding, instead of directly to structural framing.

On a deck with real problems, the write-up looks like this: "Deck ledger board appears to be attached to house rim joist with nails; proper lag bolts or through-bolts not confirmed. No flashing observed at ledger-to-siding joint. Recommend evaluation by a qualified contractor prior to use." That's a specific, correctable defect, and it happens to be exactly the failure mode behind most reported deck collapses. Treat it as deal-relevant rather than a punch-list item.

Railings: height, spacing, and the details people miss

Railing findings are more common and generally lower-stakes than ledger findings, but they're still worth understanding because most homes with an older deck will have at least one railing note. Standard residential guidelines (drawn from the International Residential Code, which most local codes track closely) call for:

  • Guard height of at least 36 inches on most residential decks (42 inches is common in some jurisdictions and on decks near pools).
  • Baluster spacing that won't allow a 4-inch sphere to pass through, the classic "won't fit a soda can" rule, meant to keep small children from slipping through or getting stuck.
  • Guards required whenever the deck surface is more than 30 inches above grade. A low deck, by contrast, may not legally need railings at all.

Older decks routinely predate these standards or were built without a permit, so wide baluster spacing and short railings are common findings that reflect the era of construction rather than active deterioration. They're real safety items, especially in a house with young kids, but they're inexpensive to correct and rarely a reason to slow a transaction.

Footings and structural support

The posts holding a deck up need to bear on footings that go below the frost line (so the ground freezing and thawing doesn't heave them) and that are properly sized for the load. Common findings here include posts resting directly on soil or a paver with no footing at all, undersized or shallow footings on an older deck, and posts that have shifted or show visible rot at the base where they sit in standing water after rain.

Footing problems are usually visible as a wobble, a lean, or uneven decking rather than a single dramatic sign, which is why inspectors specifically probe and push on deck posts during the walkthrough rather than relying on how the deck looks.

Decking surface and fastener wear

Separate from the structural questions above, inspectors also note the condition of the walking surface itself, which matters more for maintenance planning than safety in most cases. Wood decking (pressure-treated pine is the common default) shows cupping, splintering, and graying as it weathers. Popped or protruding nails are a routine finding on any deck more than a few years old — cheap to fix, but worth flagging since they're a trip and splinter hazard in bare feet. Composite decking resists rot and splintering but has its own known issues. Some early-generation composite products (roughly late 1990s through mid-2000s) were subject to manufacturer recalls and class-action settlements for premature flaking, mold growth, and swelling. A composite deck of that vintage is worth asking about directly, including whether any warranty claim was ever filed. Either material can also show fastener corrosion where the wrong grade of screw or nail was used for treated lumber, leaving black staining and, eventually, a loosened connection at the board level. It's a minor version of the same "wrong hardware" problem that shows up at the ledger.

How to negotiate deck findings

  1. Treat ledger and footing findings as structural, not cosmetic. These are the ones worth a contractor's evaluation before you close.
  2. Ask whether the deck was permitted. An unpermitted deck is more likely to skip the ledger flashing and footing depth requirements that a permitted build would have been inspected against, and it may complicate insurance or a future sale.   3. Bundle railing upgrades into a low-stakes credit ask. They're inexpensive and easy for a seller to agree to, especially if there are children in the buyer's household.
  4. Don't use the deck until the ledger question is resolved, if the finding suggests a real attachment problem. This is one of the few inspection findings with a genuine, immediate safety dimension.

Where the real risk lives

A deck finding is worth reading more carefully than its length in the report suggests. Railings are cheap and common; footings and ledger connections are where the real risk lives, and they're exactly the details a purely visual inspection sometimes can't fully confirm. When in doubt on a ledger or footing note, a $200–$400 contractor evaluation is cheap insurance against the one deck finding that actually matters.
